Mr. Minister,

I would like to provide a public service to this establishment, and this service is as follows:

On 10/05/90, at approximately 19:45, I observed a phenomenon in the sky that was the following: There were five spheres in the shape of a light; these spheres moved in the following way as shown in the drawing I made.
This central luminous sphere did not move; those that moved were the four spheres around, these spheres, all of them, emitted a light, it was not a very strong light; it gave the impression that this light was a little dull as if it were covered with a fine mist. These luminous spheres moved in the following way: they circulated in different positions and disappeared in this central; this fact I was able to observe for approximately forty-five minutes. I don’t know if it is allowed to comment on this to third parties, but I would like to know what those moving lights were; I have heard many people say that they have seen flying saucers but what people observe is a little different. These lights always moved up to a certain angle; they were nothing more than that, always making a wheel shape.

If possible, Mr. Minister, if ethics allow, I would like to know what this object should be; the reason for my interest is that I really like aviation and everything about it. I once received a magazine called Aerovisão n. 179 and I really liked it; I would like to know if this magazine has a subscription for us to do; if you would like to make one. On October 5th, at approximately 7:45 pm, four lights were observed in the sky, moved in a circle and then joined together disappearing. These lights remained for about 15 minutes or more. I don’t know if it was an unidentified radar or flying object, these lights were not very bright; as for the position, they were in the North position; because from my house I stand with my back to where the sun sets. I tried to communicate with these lights, making signs, but they did not respond; these objects. I had never seen anything so interesting in the sky; I was not afraid to try communication, because these lights did not respond. It is not the light that illuminates Bacacheri Airport [Curitiba-PR], as this light is positioned in a circular line and is just a ray of light.
