Occurrence Report

I – INTRODUCTION

The purpose of the this report is to inform the authorities of the Ministry of Aeronautics, especially to the Honorable Minister, of the events that took place on the night of May 19, 1986, with regard to the information of the Air Traffic Control and Air Defense Bodies, as well as interceptor pilots involved in the events.

Due to the limitations of time and specialized knowledge in facts of this nature, this Command was well advised, within the operational sphere, to limit itself to the simple narration of the facts, so as not to give rise to speculations involving the Ministry of Aeronautics.

II – Initial considerations

The Brazilian Aerospace Defense System with regard to the RDAl, so far has radar-based detention equipment whose primary purpose is intended for air traffic control, and is therefore not specific for use in Air Defense.

Its technical limitations make the surveillance of the Airspace deficient in relation to the detection of targets, whose initialization is done in a normal way, that is, the interference of the controller is necessary constantly, in order to maintain the radar contact visualized for periods in which it is thorough evaluation is possible. As a consequence, the monitoring of the movements detected at the time was severely impaired, due to the fact that we were unable to maintain the visualization, even with the work of the controllers, as the contacts obtained were not strong enough to form an initialization work.

The information transmitted to the pilots by the Military Operations Center, was made through the evaluation and experience of the Air Defense Controllers, until the onboard equipment offered conditions to the pilots to continue in the interceptions.

Regarding the interceptions carried out in the Anápolis area, at some point contacts were obtained through the radar of the DACTA network (LP-23 DPV-DT 61) and the vectors were only possible due to the detections made by the area radar of the Air Base of Annapolis.

III – Description of the Facts

In this part, all the facts will be described in chronological order, with measures adopted by the Air Defense Air Command.

  • 11:15pm [MAY 19] – The Brasília Area Control Center informs COpM1 that the operator of the São José dos Campos Control Tower had seen lights moving over the city. The lights, although predominantly red, showed changes to yellow, green and orange. The TWR-SJ operator simultaneously informs APP-SP, which confirms the contacts to be in the São José dos Campos area.
  • 00: 08Z – [MAY 20] – The PT-MBZ pilot sees lights on the radial 150 of the São José dos Campos VOR, moving from East to West. The lights, according to the pilot’s own information, looked like big, red stars. The pilot, on his own initiative, made an observation of these lights and was unable to approach them.
  • 00: 41Z – The COpM Alert Officer was called.
  • 00: 23Z – The Alert Officer at the Air Defense Operations Center (CODA) was called.
  • 00: 39Z – As determined by the Chief of CODA, the alert aircraft of the Santa Cruz Air Base was activated. The determination to activate the aircraft was due to the radar detection of some “PLOTS”, in the São José dos Campos area. Such detections, although not constituted in defined radar echoes, were used in the vectoring of the intercepting aircraft in order to position the vectors, so that they would be able to continue in the interception, using the on-board radar.
  • 01: 10Z – APP-AN reports that it is detecting some echoes on its radar. The Radar echoes reported by the APP-AN were not being viewed by the COpM equipment.
  • 01: 11Z – Anápolis Air Base alert triggered. This activation, determined by CODA, took place due to the information from the APP-AN operator about the permanence of the Radar echoes, with definitions of bow and speed.
  • 01: 18Z CODA requests the Santa Cruz Air Base to activate two more airplanes on alert. This request was made, taking into account that only one aircraft remains at the disposal of the Air Defense Command for eventual activations, and the possible permanence in flight of this aircraft for a longer time than its autonomy, which later happened, causing the its collection, being replaced by another vector.
  • 01: 32Z – Takeoff of the first aircraft from the Santa Cruz Air Base. From this moment on, after the necessary transfers of control, the Military Operations Center began to vector the referred aircraft for sector W, where some Radar echoes were obtained in the São José dos Campos area.  The pilot of the aircraft informed when stabilized in the FL 170 that he is seeing a white light below his level and that later it was rising, remaining 10° above his aircraft. The monitoring was carried out until FL 330. He also informed that for a moment the light changed from white to prevailing this color. During the follow-up, he obtained contact with the on-board equipment that indicated he was between 10 and 12 miles away, confirming visual contact. The monitoring took place towards the sea until approximately 180 miles from Santa Cruz, when the abandonment was made due to the positive approach of the lights and because it was close to the Minimum Fuel for Abandonment (CMA).
  • 01: 48Z – Takeoff of the Anápolis Air Base Alert Aircraft. After the necessary transfers of control, the aircraft was vectored to a point, whose detection was being made by the APP-AN radar, which transmitted the information to the COpM which transmitted it to the pilot. This procedure was adopted, as no echo radar was being seen on the COpM equipment. The pilot made five presentations, obtaining contact and acquisition with his on-board radar, but not obtaining any visual contact. From all presentations, he arrived at 2 miles from the radar contact once, whose trajectory was sometimes in a zigzag, sometimes in a sharp curve on the right. Its speed varied in order to allow an approach as it also moved away suddenly, even though the interceptor was at supersonic speed, which caused the loss of contact, and the chase was then abandoned.
  • 01: 50Z – Takeoff of the second aircraft from the Santa Cruz Air Base. After normal control procedures, the aircraft was vectored to the same area south of São José dos Campos. The pilot reported seeing a red light at the position informed by the COpM, thus confirming the ground radar detection. After a few minutes, he found that the light was not approaching and that it then went out, at the same time that radar contact was lost. A striking fact during this vectoring was the appearance for a moment of thirteen “plots” at the tail [behind] of the aircraft, which was commanded a 180° curve, however having not obtained any visual or on-board radar contact.
  • 02: 17Z – Takeoff of the second aircraft from Anápolis Air Base. This aircraft did not obtain any kind of visual contact or radar.
  • 02: 36Z – Takeoff of the third aircraft from Anápolis Air Base. Also, following the example of the second, he did not get any contact.
  • 02: 37Z – Landing of the first BASC aircraft;
  • 02: 46Z – Landing of the first BAAN aircraft;
  • 03: 05Z – Landing of the second BASC aircraft;
  • 03: 07Z – Landing of the second BAAN aircraft;
  • 03: 30Z – Landing of the third BAAN aircraft;

All withdrawals and landings were carried out normally.

IV – Final Considerations

1 – From the analysis of the events, this Command is of the opinion, according to the information from the controllers, pilots and reports previously prepared by the I CINDACTA, that some points are coincident with respect to the radar echo, acceleration, lighting, speeds and behavior , both by technical detection and visualization.

2 – Some that we can mention are the phenomena that present certain constant characteristics, namely:

a) produce radar echoes not only from the Air Defense System, but also from intercepting aircraft simultaneously, with visual comparison.

b) They vary their speeds from the subsonic to the supersonic range, as well as remain in hover flight.

c) They vary their altitudes below FL-050 to altitudes higher than FL-400.

d) Sometimes they are visualized due to the lights of white, green, red colors, other times there is no luminous indication.

e) They have the ability to accelerate and decelerate abruptly.

f) Ability to make curves with constant radii and other times with indefinite radii.

3 – As a conclusion of the constant facts observed, in almost all presentations, this Command is of the opinion that the phenomena are solid and reflect, in a certain way, intelligence, due to the ability to follow and keep distance from observers as well as flying in formation, not necessarily manned.

4- Timely, it is worth mentioning the efficiency of the Aerial Unities engaged in the operation, because according to the plan, each of these units maintains an alert aircraft at 45 minutes and with less than 30 minutes after activation, 7 (seven) vectors armed forces were available for employment. / Brigadier JPCA / COMDA Commander / NuCOMDABRA

The first eye contact occurred after THOR commanded 180°. The objective was in the position of one to two hours low, at this moment, by order of LINCE I approved the objective and started an attempt of approach in the bow 240°. At a certain moment, as my search had only been visual until then, I turned on my on-board radar and got a contact at 12 o’clock (which matched the visual) at a distance ranging from 10 to 12 NM. From then on, I just felt that the object was moving away and when the order to turn on the radar to search was already out of reach of 20NM. From the first visual contact on FL 170 until the last FL330 observation, the object went from one situation, one to two hours. low, to 12-hour high. At a certain moment when I started to observe the object again, because I had stopped fixing my vision for a few moments, to avoid any kind of night illusion, I was able to observe 3 different colors, green, red and white that pulsed, prevailing for […] the white.

Regarding the on-board instruments, the only one that gave any change was the HSI, as ADF was selected (with this selection the DME continues to indicate normally) and at a certain moment when already at the bow 240° at about 200NM in the water (where the DME window should already have the red flag) I got pointer indications of the […] object varying from 10 to 20° to the right and DMR indications equal to 35 / 36NM and on the back when already at the bow 70° o the same instrument normalized, with the red window appearing.

The items that most marked the mission were the following:

– After reaching 180° the eye contact coincided with Thor’s instructions.
– When at 12 o’clock and a little closer, the onboard radar received a plot with the same situation 12h, 10 to 12MN.
– From a situation of one to two hours it went to 12 pm, 10° high.
– DME indication when 200 MN is indicating 35/36 DME and the hand the ADF is indicating in the bow varying 10 to 20° to the right. / KCM – 1TEN AV- Jambock17.

Subject: Report of the Fact Occurred on 19/05/86 (Monday)

I – On the night of May 19, 1986, I was ordered to immediate take off for identification of radar contacts visualized by THOR.

During the displacement, I was informed by the Air Defense, that approximately 5 contacts, were approaching my 12-hours at 20 MN. I inform you that the night was clear, cloudless and with a full moon. I did not obtain eye contact with the contacts who were 5 miles away at 12 o’clock, my 6 hours and 2 miles remained. THOR drove a 180 ‘turn on the right, when I was informed that the contacts were gone.

After 30 minutes of searching with a large number of contacts informed by THOR, I saw a red light towards the sea from São José dos Campos. I communicated to the Air Defense and the controller confirmed the contact. I was instructed to approach the light and try to get closer, which was done without success.

After reaching my minimum checking account, I abandoned the interception and started returning to the base.

I – I forward the personal reports to you, cleared by the team involved in triggering the Air Defense Alert, of 19 May 86

Occurrence transcript of May 19/20, 1986.

At approximately at 01:20Z, we were informed by the OPO that the alert aircraft would be triggered. At 01:48Z, the JG 116 took off to intercept a target that appeared on the radar screen, at 8 NM, on the radial 240 with 270°.

With the assistance of the TABA operator, THOR vectored the JG 116 many times in order to intercept the cited target. The two pilots, both of the “hunter” in question, as well as the target mentioned above, ‘merged’ and after the merger of the plots, the target maintained its bow.

As there were other plots inside our terminal, the JG 98 and JG 107 took off at 02: 17Z and 02: 35Z, respectively. Subsequently, other plots appeared on the radials: 180° to 8NM, 240° to 6NM and 360° which were always kept moving to the west sector. However, jaguars 98 and 107 saw no object. After a certain permanence on our screens, the targets soon disappeared, reappearing afterwards; leaving an apparent trace. / 3Ssgt BCT PRRA

Report of the facts that occurred in the Alert flight carried out on MAY 19, 1986.

The takeoff was carried out at 23:17hs. After takeoff, I took bow 270° up to FL100. The patrol sector had as its basic axis the radial 235 of the VOR of Anápolis, going through the city of Anápolis through the city of Gioânia.

During the flight, several interceptions were attempted by THOR on the target that evolved in this sector. In all of them, the hunter’s radar and visual contact was negative. Interceptions were attempted by varying the flight level from FL 60 to 150, with visual search and radar up and down, all with negative results.

As the ground radar contacts were being obtained by TABA which transmitted to THOR, which relayed to the hunter, it was difficult to determine the target’s heading and speed. Apparently, this target evolved without a defined pattern, from the sector already described above. Its estimated speed during the interception was a maximum of 200kt until the ground radar had “plots” confused. Afterwards, it reappeared at a position 20 to 30 NM away from the last “plot”. After 45 minutes of flight, the collection was made.

After landing, I asked the runway mechanics if they had seen or heard anything other than an F-103 flying over the runway or in the vicinity of the Base. The answer was no. The atmospheric conditions were good, with clear skies, good visibility and the moon.

Report of the facts that occurred in the Alert flight carried out on MAY 19, 1986.

I took off as a third alert aircraft, maintaining the runway heading until contact with THOR, climbed to the FL160 and started orbit maintaining the level and the prows 060° and 240° with legs of approximately 50 NM and the +/- 30 NM of MALOCA.

About three times I was moved in interception of a target that was maneuvering in the vicinity of BAAN, having even been at a distance of 1 MN from the target without obtaining radar or visual contact, which was repeated the other times.

Visual search and radar were performed for all sectors indicated by THOR without seeing anything. / JCR CAP AV / JG 107.

Activation of the Alert on May 19, 1986

As alert 1, I was triggered at 10:15 pm on May 19. I gave the “ready ‘for the OPO at 22: 32P and the rocket takeoff took place at 22:45 approximately.

I had as a climb order: PPS and SBAN reblocking at level 180. After the reblocking I kept heading 270°, when THOR gave me the first visual search order in the 10-hour sector, without anything being seen. THOR commanded me 180° left turn and, when stabilizing in the 9C bow, I had a contact at 13 MN on my 130° antenna approximately. I got “JUDITH” right after that and started to pursue contact with both the pilot orders and the video. At this moment I maintained .9 speed and the target maneuvered in a zigzag pattern and the distance either remained constant, sometimes decreased or increased, until the 6 MN of the objective (I was already supersonic – M 1.05) importance ran to increase very quickly until there was the loss of “JUDITH”.

Other contacts and “JUDITHS” were obtained, but lost shortly thereafter. The closest distance I was able to reach was 2 MN and constantly turning on the right, without however obtaining eye contact.

The meteorology did not influence, it would even facilitate the visualization of any aircraft due to the moon’s light. All “JUDITHS” were obtained between levels 090 and 140z./ ASVF- Cap Av / JG 116.

I – Transcription of the Operational Occurrence book of the Chief Controlling Assistant:

“At 23:39Z the JBAZ carrying out an interception mission, 44FI09 position 70 NM on the radial 360 VOR AN, reported contact with an object and asked if it was a “ghost”.

“THOR” had no radar contact with the reported object. Both aircrafts had visual contact and then on-board radar contact. They reported having contact at about 08 NM. “THOR” was asked to approve the object. The authorization was granted and the chase started with acceleration up to 1.2 of Mach. There was a small approach, and then the object was moving away increasing the speed and left the limit of the onboard radar.

The chase was canceled and the mission proceeded normally.

During the pursuit the pilots noted the change of the object’s color, varying from green to white and red.

In the last presentation, already with a return bow, JBAZ reported that he was being accompanied by the object.

Video recording was provided, but without any contact with the object, informed. (23:39Z to 23:59Z).

When “debriefing”, the pilot commented that on the descent he accelerated to 1.2 Mach and noticed a great speed of the object, as it changed from 08 to 20 NM in about 5 seconds. Telephone contact – TF3 CSL B FQ – Channel 19.

“THE UFOS’ NIGHT IN BRAZIL” [1986] – Documents #2

Subject: Possible appearance of UFOs in SBSJ and SBAN.

I – I report to you, for the appropriate purposes, the events of 19 MAY 86 – 23: 15Z to 20 MAY 86 03: 32Z:

“ACC BR (CTA BUENO) informed COpMI that the operator of TWRSJ, 2S QSS BCT S.M. DA SILVA, was seeing lights over the city and close to the external marker of RWY 15. The ACC BS also reported that APP-SP obtained radar contact with some targets in the vicinity of SBSJ.

– COpM I (SGT EMILIO) contacted TWR SJ and received the following information from 2S SERGIO: “At 21: 30Z I noticed a spotlight on the city in the NW sector of the aerodrome and two other spots close to the external marker The foci appeared to be the size of the “head of a matchstick”, the color red predominated, but there were changes to yellow, green and orange. They were standing still. The observation was made with binoculars and the naked eye. The sky was clear , with 2/8 of cirrus, the N / NE there was a layer of fog at low height”.

– Subsequently, the ACC-BS informed COpM I that TWR-SJ had informed that the “objects” evolved close to PT-MBZ, coming from SBBR to SBSJ, interfering in their landing. Later, also, TWR-SJ reported that there were several points of light moving and changing colors.

– PT-MBZ pilot, Mr A. P. DA SILVA, residing in São José dos Campos, […], EMBRAER employee, declared that when approaching SBSJ he observed two points of red light in radial 150 of the VOR SJC, over the coast, moving from East to West; it was not possible to evaluate the speed of the objects. These looked like big, red stars. The aircraft has not suffered any interference with its flight or equipment. The sky was clear. The initiative to observe the objects came from the pilot himself who was unable to approach the objects.

– In the meantime, COpM I received information from the APP-AN operator, SGT MÁRCIO, that he detected on the “Anápolis radar” an “echo” that was traveling at low speed on the 2709 radial of the ANP VOR with bow 270°. Such echoes were not detected by the Gama radar although some “PLOTS” appeared in TMA AN but did not even form “chains”. The information from the APP-AN operator determined the triggering of the Anápolis alert at 01: 01Z.

II – Aircraft activated and results obtained:

– JB 17, LC 76 controller, activated at 01: 27Z DEP 01: 34Z ARR 02: 37Z of the 20th MAY 86.

The JB17 after being vectored for heading 180°, following instructions from COpM I that had obtained a “PLOT” in that position, he saw a white light and tried to get closer without being able to reach his goal. Only once was he able to contact “onboard radar” between 10 and 12 NM. The “object” appeared to be a white colored spot of light and only once, when the pilot looked into the ANV, did the object change color to red, green and again white, prevailing this color. In the first visual contact, the object was below the flight level of JB 17, FL 170, and later it was kept rising 10° above the plane of JB 17 that accompanied it until FL 330. The JB 17 received indications from the VOR / DME SC when it was already out of reach of that equipment. He returned to SBSC for being close to the minimum fuel and not observing “reason” of approach with the objective.

– JB 07, LC 45 controller, was activated 01: 45Z, DEP 01: 50Z ARR 03: 05Z on May 20, 86. JB 07 saw a red light that coincided with antenna information given by THOR (“PLOT”); JB 07 tried to approach but the light went out. The striking fact in this mission was the appearance of thirteen “PLOTS” on the tail of the JB07 that made a 180° turn to observe, but did not visualize or detect anything.

– JG 116, LC 80 controller, activated 01.-45Z, DEP 01: 48Z ARR 02: 46Z. He made five presentations, in all he obtained “JUDITE” but no visual account. In one of the presentations, it reached two miles from the goal. In all presentations, antenna and distance information was provided by the Anápolis TA-10 radar. COpM I did not obtain radar contact with the objective although it observed the formation of “PLOTS” on the Gama radar. The JG 116 was unable to approach the goal as it moved away at great speed when the hunter approached.

– JG98, LC53 controller, activated 02: 10Z, DEP 02: 17Z, ARR 03:07, did not make any presentation.

– JG 107, LC 87 controller, activated 02: 30Z, DEP 02: 36Z, ARR 03: 30Z, did not make any presentation.

– JB 09 in SBSC and JG 103 in SBAN were deployed but did not take off, which remained on standby.

III – SEQUENCE OF EVENTS:

NOTE:

1) The times of viewing the “object” by JB 17 and the radar contact obtained by JG 116 were estimated due to the fact that the recorder did not record the times on the tape.

2) The São Roque video was not recorded due to technical problems.

3) Gama’s video recording was delayed because one of the recorders went into a panic.

IV – Conclusion:

The radar observations made by COpM I, were all in the form of “PLOTS”, they did not even constitute clues. There were a large number of “PLOTS” in the region of São José dos Campos and a smaller number in the region ‘of Anápolis. The information from the Anápolis radar did not coincide with that of the Gama radars, the activations therefore, were based more on information from the radar of that TMA than from the Gama radars.

– The intercept vectors were unable to fulfill the identification mission for the reasons previously reported.

At 11:15 pm, OI BR, 3S Daniel received a TF1 call (sector F8) from the ACC-BS [Brasilia-DF Approach Control] informing that the TWR-SJ operator [São José dos Campos Control Tower- SP], was seeing lights (luminous points) near the Aerodrome. We contacted TWR-SJ (TF2 9-276 – CONS – A) and it was confirmed to us by the operator, so we made the predicted questionnaire, which is attached. A flight Controller observed and detected 5 UFOs near Guarulhos-SP [1987]

DEC 13th, 1987. Time: 00:50 am. Duration: 10 minutes. A flight controller from Guarulhos Airport, State of São Paulo, observed with the naked eye and then checked on the radar “approximately 5 (five) small and close targets”. In Nova Viçosa-BA, a woman reported a close encounter, alien interference and rumors of sex with extraterrestrials [1987]

FEB 26th, 1987. Time: 10:30 pm. Duration: 6 hours. A couple and two friends in the city of Nova Viçosa, State of Bahia, had a close contact with several UFOs that were positioned 20 meters from them. According to the witnesses, the UFOs were shaped like a “plate”, emitted the colors red, yellow and blue, and were “faster than a bullet”. Also according to the reporting witness, the unidentified flying objects flew “in a straight line, towards the sea, more precisely, towards a ship.
