Flight VSP 251 – October 3, 1988. Time: 20:45. Duration: 10 minutes. The crew of flight VASP 251 spotted a “luminous object on the horizon” in the northwest position, when the aircraft was approaching the city of Brasília, Distrito Federal, from Salvador Airport, State of Bahia. According to the pilot’s report, the UFO was a “luminous circle with varying intensity”, whose size was variable, sometimes small, sometimes large. “In the largest size, [the pilot] estimated [it was] ten times the size of a full moon”, presenting itself in “white color, sometimes transparent, sometimes opaque”. Also according to the reporting witness, the UFO was traveling “at the bow 280 *. The aircraft flew from Salvador to Brasília at bow 259°, Sector 1-hour [from the] Aircraft. The sighting was carried out with the naked eye and with good visibility conditions [“unlimited visibility”]. Complementary data from COMDABRA [Brazilian Aerospace Defense Command]: “He guaranteed that this is not a meteorological phenomenon or any celestial star.” The reporting pilot stated that he has “basic knowledge of Astronomy” and that this was “the first time he saw such a phenomenon”.

Flight VSP 374 – October 3, 1988. Time: 20:30. Duration: 12 minutes. When flying over the region of Goiânia, State of Goiás, during flight VASP 374 from Confins Airport [Belo Horizonte-MG] to the Airport of Goiânia-GO, the aircraft crew spotted an unidentified flying object with a round shape, which ” gave the impression of solidity. Twice the size of a full moon. A compact block of light “. The UFO had a solid white color, and its speed gave an “impression” of being close to the speed of the aircraft, and perhaps “higher than it.” According to the reporting witness, the UFO was about 3,000 feet high, making a West-to-Northwest trajectory. To the Chiefs of Staff of the Air Force, Commander-in-Chief of the Air, Commander-in-Chief of Personnel, Commander-in-Chief of Support, Director-General of the Department of Civil Aviation, Director-General of the Department of Research and Development, Director-General General of the Department of Education and Chief of Staff of the Minister of Aeronautics.

The occurrences made public about the appearance of “Unidentified Flying Objects” – UFOs – in Brazilian airspace have, lately, increased in frequency and seem to be backed by witnesses of relative suspicion. The phase of fear of ridicule that, until recently, silenced the most responsible witnesses of the country’s technical and scientific elite, gradually gives way to a treatment more responsible for the mysterious problem, since the evidence of certain unexplained phenomena no longer allows to ignore them.

It is necessary to recognize that something strange has been worrying the attention of the general public, the authorities and the scientific world, given the frequent incursions of UFOs in the Earth’s atmosphere. In spite of the arguments that such phenomena – as they are described – are open to the physical laws and scientific knowledge of the world today, we are under a duty to register them, document and analyze them systematically. For various reasons, the Aeronautics should not be unaware of the problem, although avoiding, explaining them without a scientific basis or exposing themselves to ridicule, unnecessarily.

In view of the above, it was recommended, through Note n. C-002 / MIN / ADM, of April 13th, 1978, to the General Staff to organize a “UFO Register”, of a confidential nature, in which the phenomena eventually observed in Brazilian airspace were archived, with all the data available, including those obtained by subsequent official investigations. At the same time, an Evaluation Committee should assign the respective degree of reliability to each registry. Observations or separate records that may exist in this General Staff should be submitted to the Evaluation Committee, for competent classification and filing. The search for archived data should allow several “entries”, such as: degree of reliability, date, location, and particular aspects of the record.

In view of the current competence and capacity of NUCOMDABRA to articulate, systematically and at a national level, with military and civil organizations on aerospace and civil defense issues and activities, I inform Your Excellency that I have decided:

I – To transfer the responsibility for dealing with the UFO issue to NUCOMDABRA, in the same manner determined for EMAER, through the Ministerial Note already referenced. II – Determine to EMAER to transfer to NUCOMDABRA the memory of the subject existing in the 4th Subchefia.
III – Authorize direct contact with NUCOMDABRA to all Commands and Departments for dealing with the subject matter of this Notice.
IV – Authorize NUCOMDABRA direct contact with all related entities, national and international, military and civil, when necessary.
V – Recommend total exemption or pre-conceived personal opinions, as well as confidentiality.

APRIL 4th, 1989. Time: 17:15. Duration: 30 minutes. When he was “watching a parachuting exhibition” from the window of his apartment, a man with his family observed an unidentified flying object with a cylindrical shape, silver color and slow speed. According to the reporting witness, the object was about 2,000 meters of altitude, making vertical trajectories of approximately 20 meters. The sighting was carried out with the naked eye and under good observation conditions.

Brasília [Núcleo Bandeirante], Distrito Federal. Date: March 29, 1989. Time: 08:30 am. Duration: one hour. Three people observed an unidentified flying object at about 2.000m altitude and in the western position of the city. According to the reporting witness, the UFO had a light white color, flying slowly making vertical movements. Also according to the witnesses, it was not possible to estimate the size of the UFO that was seen with the naked eye and in good visibility conditions.

Ceilândia, Distrito Federal. Date: March 27th, 1989. Time: 10:30 pm. Duration: 5 minutes. A Security Agent of the Brasilia Airport spotted an unidentified flying object in the shape of a “full moon, without emitting strong lights”. According to the witness, the UFO was small, orange in color and remained stationary between 30 and 50 meters above the observer. Also according to the witness’s report, “the object made a 90° turn, however without moving much horizontally”. The sighting was carried out in a clear sky.

Salvador, [Bairro de Itapoan], State of Bahia. Date: March 13, 1989. Time: 11:50 pm. Duration: more than one hour. Several people from the same family spotted an unidentified flying object over the city of Salvador, “on the hotizon line”, approximately 20km away [horizontally] from the observers. According to the witnesses, the UFO was round and resembled a “point of light”, had red and blue colors, and flew in “rapid displacements, followed by sudden stops”. The unknown object performed “small horizontal movements, moved away until it became a point of light and then returned”. The reporting witness also acknowledged that the UFO was still being watched while he was still reporting the sighting to the Air Force. The sighting was made with the naked eye and with “clear starry sky.” Complementary data from COMDABRA [Brazilian Aerospace Defense Command]: “At 04: 04Z, I made contact with the operator of TWR-SSA [Salvador Airport Control Tower] and he did not observe anything significant above Salvador”.

II – It was reported by PT L317 SBSV / SBSP F350, the presence of a UFO, flying in the same direction, position two-hours, approximately at 05 (five) NM (nautical miles) on its side. After the traffic was confirmed as not known by the Center, more details were requested and the position was informed: 1509.1S / 04012.8 [erased] and that the UFO was approximately at the FL100 level; later, the pilot referred to the UFO tale “A STRONG MOBILE BLUE LIGHT”.

SEPT 15th, 1989. Time: 20:25. Duration: 17 minutes. A TAM pilot and 11 other people observed an unidentified flying object, in the form of a yellow light that increased and decreased in size.
